BAKU, Azerbaijan — Stray dogs have become an escalating problem across Baku, with residents reporting fear and unease as packs roam the streets, particularly at night.

In some neighborhoods, stepping outside after dark means navigating groups of 10 to 15 stray dogs, a situation that has left many feeling unsafe in their own communities. The issue is not confined to the city center; even popular destinations like Buzovna Beach are increasingly overrun with these animals, raising concerns about public safety and quality of life.
Ecologist Anvar Aliyev, speaking to Bizimyol.info, explained that the proliferation of stray dogs at Buzovna Beach and other areas has multiple causes. “This is not a new issue,” Aliyev said. “Areas with large businesses, such as slaughterhouses or restaurants, attract stray dogs. They gather, breed, and their numbers continue to grow. The result is troubling, creating anxiety for residents and visitors alike.” He emphasized that such disturbances to people’s daily lives and leisure activities demand urgent action.
Despite the existence of facilities tasked with managing stray dogs, Aliyev noted that the problem persists due to a lack of effective measures. “There are organizations responsible for handling stray dogs. These animals should be collected, taken to shelters, and undergo health checks and proper care. There must be a limit to their population. Uncontrolled growth poses a threat to people,” he said, pointing out that stray dogs can endanger public safety if left unchecked.
Aliyev revealed that discussions on this issue have been ongoing, yet little progress has been made. The problem is not unique to Baku; nearby Sumgayit faces similar challenges. According to Aliyev, shelters exist to house and care for stray dogs, with up to 1,500 manat reportedly spent per dog on maintenance, veterinary care, and food.
However, he stressed that resolving the issue requires coordinated efforts from the Baku City Executive Authority and relevant organizations, as individual actions are insufficient.
The growing presence of stray dogs continues to spark concern among residents, who are calling for immediate and effective solutions to restore safety and peace to Baku’s streets and beaches.
